తెలంగాణను నిజాం రాజులు పాలించే రోజుల్లో కోస్తా, రాయలసీమ మద్రాసు రాష్ట్రంలో ఉండేవి. నిజాం అప్పటికే నిజాం స్టేట్ రైల్వేస్ అనే సంస్థ ద్వారా రైళ్లను నడుపుతోంది. అందులో భాగంగానే 1932 జూన్‌లో నిజాం స్టేట్ రైల్ అండ్ రోడ్ ట్రాన్స్‌పోర్ట్‌ డిపార్ట్‌మెంట్‌ను ఏర్పాటు చేశారు. 3 లక్షల 93 వేల రూపాయల మూల పెట్టుబడితో, మూడు డిపోలు, 27 బస్సులు, 166 మంది కార్మికులతో ఆర్టీసీ ప్రస్థానం మొదలైంది. నవంబర్ 1న 1951 నుండి 1958 వరకు హైదరాబాద్ రాష్ట్ర రవాణా సంస్థగా ఉండేది.
ఆ తరువాత హైదరాబాద్ రాష్ట్రంలోని తెలంగాణ ప్రాంతాలు, కోస్తా, ఆంధ్ర, రాయలసీమ ప్రాంతాలను కలిపి ఆంధ్రప్రదేశ్‌ను ఏర్పాటు చేశారు. 1958 జనవరి 11న APSRTC ఏర్పడింది. అయితే అంతకుముందు ఆంధ్ర రాష్ట్రానికి ప్రత్యేకంగా ప్రభుత్వ రంగ రవాణా సంస్థ లేదు. ఆంధ్ర ప్రాంతంలో ప్రైవేట్ బస్సులు మాత్రమే నడిచేవి.
